How Do I Replace This Fuel Line?

So I got a leak in one of the fuel lines. It's on the driver's side under the access panel. As you can see in the pic, there's a leak there and a further one down under the car. My question is how do I fix this? As you can see, the rubber is crimped on to the blue part which is more like plastic.
