850i 6 speed starter and oil issue

I just purchased a 91 850i that has a problem starting with the key.I already replaced the starter. Since its a 6 speed I can push start car but not with key, when doing a voltage test at the starter I receive 12 volts when key is triggered but nothing from the starter. I have been reading something about a relay that may be the issue. It also smokes from one side of the exhaust so guessing it's a valve guide issue or pcv valves. But why only half of the engine smokes?
