3-Spoke Steering Wheel Noise with Scrape marks on Steering Bracket

Installed a 3-Spoke steering wheel about a month ago on my 1998 BMW E36 M3 Sedan replacing the original 5-spoke and it steered fine up until three days ago, I noticed a lot of squeaking noises when turning and especially when pulling into a drive way or parking. Today while driving to work I noticed that the steering on a soft left turn was stiff.

However last night I decided to remove the steering wheel to check if any wires were getting caught or the slip ring not properly on but all checked out fine. However there was scraping on the new steering bracket caused from the wheel itself or slip ring and this is the part that I'm stumped on, is this normal? Any fix? I do plan to complete the following fix from the link posted above: Bearing at bottom of steering spindle and Bearing at top of steering spindle. I'm almost positive this may fix the issue but am a little worried about the material that is being scraped off.
