PCV/OSV test question

Been doing work on my recently purchased 2001. Valley pan, o-ring, intake gaskets, etc done. Also put on an OEM PCV. Still getting a great deal of smoke at start up and some while driving. It's definitely oil smoke. Before messing with the OSV, I tried Tim's test and it seems I have very little vacuum. The oil in the tube rose about 1/2 inch. This was my set up.



I guess I am not getting a clear reading on what the low vacuum means. I'm not finding an obvious vacuum leak but the PO did have a HAI installed. Getting rid of it as soon as I get my hands on a stock setup. I've done no other tests as of yet, i.e. compression/leak down. I don't much experience with this. Would the valve seals leaking cause the low vacuum? Just looking for advice from those with more experience with this. Would hate to replace the OSV and it not be the issue.
